Accountability Ledger
What was promised, next to what the record shows. Each entry quotes the promising document, then reports the public record checked and its state — delivered, in progress, not yet due, overdue, or no record found. These are institutional promises (directives, ballot commitments, corrective plans); we assign no grades, and "no record found" means exactly that: a dated search that came back empty, which the next record can change.

The record: The county's own audit-report page discusses the surplus and expansion risks; the published 2027 rate increase (1.5%→2.3%, 3%→3.8%) proceeds as scheduled per the county's Rate Change Notice. Future county reports are the check on how the surplus is applied.

The record: The renewed levy commences with fiscal year 2026-27, which began 2026-07-01; the first annual report on the renewed levy has not yet been published. The prior levy's spending is on this dashboard (FY2024-25: $63.8M spent vs $51.2M collected) with an independent auditor finding.
